Our new local plan, which includes proposals for just over 5,000 new homes, was adopted at a Council meeting held on Wednesday 4 March 2020.

Planning for the next 13 years the Local Plan for Bolsover District is billed as a major boost for the District in supporting, protecting and enhancing local communities and businesses and it shows where and how development will take place.

By 2033, Bolsover District will be a growing district, undergoing an economic and visual transformation. The Local Plan will also put sustainable development at the heart of our ambitions for growth and will require developers to demonstrate their sustainability credentials before planning permission is granted. It includes:

  • 5,168 new homes. Almost 1,000 of which will be built close to Bolsover town centre and includes plans for a new town park, relocating and enlarging the existing infants school and creating a new community hub. And around 1,500 new homes for the Clowne Garden Village, with 20 hectares of new employment land and the expectation of approximately 2,750 jobs, a new primary school, substantial new park and multi-user trails and highway improvements.
  • 92 hectares of new employment land will be established which includes the regeneration of the former Whitwell Colliery site
  • support for the regeneration of the former Coalite site in a way that addresses the contamination and brings forward positive and job generating uses.
  • 7,000 (approx.) jobs will be created as part of these and wider plans for the District.
  • Protection for existing green spaces and measures to secure improvements to the quality of existing green spaces.
  • The establishment of a number of local transport improvement schemes to improve the local highway network and put in place walking and cycling networks.

The Local Plan has been subject to several stages of public engagement during its preparation and then undergone a rigorous public examination led by an independent Inspector during 2019 before being adopted by at the meeting.

Cabinet Member for Corporate Governance, Councillor Duncan McGregor said, “This plan is about revitalising, renewing and regenerating our district.

“It means we can look ahead now with a clear plan of what development will take place and it supports our ambition to create growth in attracting new businesses, creating jobs and building new homes whilst also supporting the development of green infrastructure networks and protecting our heritage.

“It has taken many years to pull together and we are delighted that the Planning Inspector has confirmed that the new Local Plan is sound. It has not been an easy process. We have debated for many months on the need for more houses and where these should be built and we acknowledge that some residents will be disappointed with the outcome, but the Inspector has vindicated our view on the scale of the developments proposed and where.

“What we must do now is all work together as a community and make sure these plans are delivered sustainably and sensitively for the benefit of the District as a whole.”
