Strategic Housing Land Availability Study (SHLAA) 2010
The requirement on Local Planning Authorities to carry out a Strategic Housing Land Availability Assessment (SHLAA) is set out in Planning Policy Statement 3 - Housing.
The SHLAA identifies and assesses sites within the district which may have the potential to accommodate new housing development.
The SHLAA considers whether these potential sites are: suitable; available and deliverable. The assessment will provide evidence for the Local Development Framework. The primary purpose of the SHLAA is to identify a pool of sites from which the plan making process will select the best and most appropriate locations for development.
It is important to note that the inclusion of sites in the SHLAA and comments made, do not determine planning policy for such sites. Several other factors need to be taken into account e.g. their suitability for other uses, the comparative merits of alternative sites, compatibility with the District’s spatial strategy and the role of the relevant settlement. Accordingly, whilst the identification of a site as suitable, available and achievable puts a site in the frame for consideration under the Local Development Framework process, it does not necessarily mean that it will be acceptable in planning policy terms.
The SHLAA has been carried out in accordance with a joint methodology produced in partnership with: Bassetlaw District Council; Chesterfield Borough Council; and North East Derbyshire District Council. A link to the methodology can be found below.
The SHLAA report sets out the results of the assessments of potential housing sites which were submitted to us by landowners or identified as part of a desktop study as set out in the methodology.
