Neighbourhood Planning

The 2011 Localism Act has introduced a new set of tools for neighbourhoods to shape the future of their local areas. One of these tools is to bring an optional new tier of plan into the planning system called a Neighbourhood Plan.

Neighbourhood Planning enables Town and Parish Councils or Neighbourhood Forums to prepare, in partnership with the community they represent, a formal planning document for their area. The purpose of this new tier of plan making is to empower local people to take a proactive role in shaping the future of the areas in which they live and give local people greater ownership of the plans and policies that affect their local area.

The first stage in developing a neighbourhood plan is to designate the 'neighbourhood area' that it will cover.

Once a neighbourhood area has been established, a neighbourhood plan may be developed for that area. There is quite a lot of work required to do this, including gathering evidence and submitting it for endorsement by an inspector. We provide support for groups carrying out neighbourhood planning.

The final stage is endorsement from the local community through a referendum.

A second tool is the ability to promote a Neighbourhood Development Order which allows parishes and neighbourhoods to grant permission for certain developments or classes of development to take place in their area. When this is done there is no need to get planning permission from the District Council.
