New Local Plan / Local Development Framework


PLEASE NOTE: In recognition of the Government’s recent publication of the National Planning Policy Framework, work which was previously carried out under the banner of ‘Core Strategy’ or ‘Local Development Framework’ will now be taken forward under the title of ‘New Local Plan’.


We are currently preparing the evidence base and the planning policies that will shape Bolsover District for the next 20 years with the aim of making our communities more sustainable, prosperous and healthy. Once adopted by the Council, these policies will provide a new Local Plan to replace the existing Bolsover District Local Plan which was adopted in 2000.

What’s Happening Now?

Green Space Strategy adopted

The Green Space Strategy for Bolsover District was considered at the meeting of the Council on 25th April 2012 and was approved and adopted for publication, together with the factual information contained in Green Space Audit: Quantity and Accessibility report.

The Strategy provides a vision and identifies priorities for how green space should be planned and managed and sets out: 

  • minimum quantity and quality standards for provision of green space;
  • a hierarchy of formal green spaces with accessibility standards in relation to their role, function and size;
  • those neighbourhoods and villages where new green space provision is a priority;
  • exciting proposals for town parks to be established in each of the District’s four towns;
  • presents a draft policy proposal to help inform green space policy for the new Local Plan;
  • priorities for green space in each of the main settlements in the District.

Work programme timetable

Following publication of the National Planning Policy Framework, the timetable set out in our Local Development Scheme for preparing our new Local Plan is being reconsidered. At this stage, it is thought that the key dates will be:

  • November 2012 - Publication and consultation on Local Plan (Strategy)
  • January 2013 - Submission to Secretary of State
  • June 2013 - Hearing
  • Late 2013 - Adoption

We have published our draft Infrastructure Study and Delivery Plan. It is in essence a factual document that is based on discussions with the various agencies that manage and deliver new infrastructure in Bolsover District.

The Study seeks to accurately reflect current levels of infrastructure provision within Bolsover District and set out the required infrastructure to meet the levels of growth that the Council is planning in its new Local Plan (Strategy).

We asked those agencies that provide infrastructure in Bolsover District to confirm the accuracy of the document or to identify any necessary revisions and we are now considering the representations received. We will report responses to this consultation including any proposed changes to the document to our Planning Committee in the near future.
