    Temperatures set to increase again Open or Close

    Temperatures across the East Midlands are expected to increase once again over the coming days – with the emphasis continuing to be on fine, dry and increasingly very warm or hot conditions.

    From today (Thursday 19 July 2018), through the coming weekend and into early next week, daytime highs could reach the high 20s – and perhaps even exceed 30 Celsius.

    However, our build of daytime heat looks set to coincide with higher humidity levels on Friday, bringing a thunderstorm risk south eastern parts of the region – and for a few locations here, some impacts could be possible.

    In the heaviest showers and thunderstorms, some places could see 30mm of rain fall in an hour from slow-moving storms, which would likely bring flooding impacts, particularly if this amount of rain fell on an urban area.

    As a result, a Met Office Yellow Warning for Thunderstorms has been issued that includes Rutland, much of Northamptonshire and parts of both Lincolnshire and Leicestershire.

    This Warning is valid from 1400 until 2359 on Friday, bringing a Very Low Likelihood of Medium Impacts. These impacts mean we expect:

    • A small chance that homes and businesses could be flooded quickly, with damage to some buildings from floodwater.
    • Where flooding or lightning strikes occur, there is a chance of delays and some cancellations to train and bus services, particularly during the evening rush hour.
    • Spray and sudden flooding that could lead to difficult driving conditions with the possibility of road closures.
    • A slight chance that power cuts could occur and other services to some homes and businesses could be lost.

    Of course, for many – the rainfall will be welcomed – although perhaps not in the large amounts that could fall in a short space time.

    In addition to the Thunderstorm Warning on Friday, the Heat-health Watch has been updated this morning – and is now at Level Two across the East Midlands from 0000 on Friday until 0000 on Sunday. There is a 60% chance of hot and humid conditions, with temperatures likely to reach thresholds through this period, although somewhat less hot in coastal districts of Lincolnshire.

    Clowne North planning application approved Open or Close

    Our Planning Committee today resolved to approve the 'Clowne North' application subject to conditions and various contributions to local infrastructure and we will now refer the application to the Secretary of State to determine whether the application will be ‘called in’ for further consideration.

    The application was: Outline Planning Application with All Matters Reserved for mixed use development including up to 24ha of employment land (B1, B2, B8), up to 1800 residential dwellings, green infrastructure, educational and recreational uses, a retirement village, neighbourhood centre, hotel, restaurant, health and care, and leisure uses, demolition of existing Station Road Industrial Estate where applicable, demolition of dwelling/outbuilding as applicable, and construction of new link road with in-principal points of access.

    Go wild and free at the Adventure Fest! Open or Close

     

    Go wild and grab a taste of the great outdoors as our Adventure Fest is back.

    Held on Sunday 22 July 2018 at Pleasley Vale Outdoor Activity Centre, the Adventure Fest is free and open to anyone aged 7 years and above. It will include activities such as mountain biking, climbing, laser quest, KMXing, kayaking, canoeing, orienteering and a whole host of countryside activities.

    Our Extreme Wheels Roadshow will also be there hosting activities such as BMX biking, skateboarding, BMX sidehacks and slacklining.

    Also making an appearance will be an Extreme Wheels demo rider, who will wow the crowds with some awesome tricks and stunts.

    Cabinet Member for Leisure, Councillor Mary Dooley said, “This is a fantastic day out, it’s great fun and all the family can do this together while keeping fit and active and, best of all, it’s free!

    “We want to bring the great outdoors and all it has to offer right to your doorstep. So, no matter if you want to abseil off a rock or prefer a gentle paddle on the lake, we have it all.”

    Participants will also have the chance to take part in heritage and countryside activities as well as arts and crafts.

    Activities will run throughout the day starting at 10am and ending at 4pm. Participation is on a first come first served basis and some activities are time slotted, so please turn up early to ensure you can grab a spot on your favourite activity!

    A signed parent consent form for anyone under the age of eighteen is required to participate in the activities, which can be obtained, along with an information pack here.

    Councillor Dooley added, “The event is great fun and gives you the chance to try activities that you may never have tried before. So why not round up your friends and family, get yourself down to Pleasley Vale and have a go at what’s on offer.”

    New town centre guides launched Open or Close

    Four new free guides showcasing the town centres of Bolsover, Clowne, Shirebrook and South Normanton have been launched aimed at encouraging more people to visit.

    We have produced the guides as part of its tourism drive to attract more people to the area and explore the many historical attractions, shopping experiences and countryside that’s available in the District.

    The guides highlights some attractions for visitors, be it Bolsover Castle, Creswell Crags and Hardwick Hall, to Willow Tree Family Farm, Peter Fidler Reserve, Harlesthorpe Dam and or the Archaeological Way.

    Cabinet Member for Media and Marketing, Councillor Steve Fritchley said, “Our towns and surrounding villages are great places to live and visit. We have so much history, culture and beautiful scenery that even those of us who have lived here for many years can always find something new and exciting to do.

    “This is the first of many ideas we have to try and improve our town and village centres. As a council we need to make the most of what we have got. We need to promote the area more and showcase what we have to offer which will then hopefully attract more people to visit us and spend money in our town centre shops and businesses.”

    Our website is our main means of communication, so we have decided to remove our corporate Facebook account to drive more people to visit our website to get their information.

    It’s not a case of removing a way people can get information about us, we are just changing the way people access it. We don’t advertise on Facebook and the information we post is all on our website so we are simply reducing duplication and allocating our resources more strategically so we can concentrate on making the website a better and easier experience for the end user and explore other ways of communicating with our communities.

    We want to make the website a hub where people can go and get all the information about us as well as their community and we will be refreshing and revamping our site over the coming months.

    Redevelopment of Bolsover site a step closer Open or Close

    We have resolved to approve plans for the redevelopment of the Sherwood Lodge site in Bolsover, subject to conditions.

    The three-hectare site has been vacant for over four years and the proposed redevelopment will see physical regeneration of this key landmark site in Bolsover’s town centre with the introduction of a new foodstore, retail terrace and additional car parking.

    The proposals are expected to create around 200 jobs as well as reducing the need to travel elsewhere to shop by bringing more shopping choice for the residents and visitors to the town.

    The Council’s Deputy Leader, Councillor Duncan Mcgregor said, “A balanced decision had to be taken with regard to the wider public benefits. The deteriorating condition of the site has resulted in a negative impact of the town and redevelopment will bring about significant benefits for our residents and the town.

    “There are conditions which need to be met by the developers and we are working with them to find the best solution for all parties.”

    New Cabinet to lead Bolsover Council Open or Close

    Our ruling administration has named its new Cabinet for the forthcoming year – with two new figures joining the senior political leadership of the authority.

    As we look to promote the District as a business and tourist destination, more emphasis is being placed on growth, marketing and attracting visitors.

    The Leader, Councillor Ann Syrett has overall responsibility for policy and strategic planning. Councillors Duncan McGregor and Hilary Gilmour are the new members on the Cabinet, with the former also becoming the Deputy Leader.

    The Cabinet (Executive) – the ruling group responsible for guiding the Council in agreeing policy and making sure it achieves its aims and objectives – has eight councillors on it.

    The cabinet members and their responsibilities are as follows:

    • Councillor Ann Syrett – Council Leader, Policy and Strategic Planning
    • Councillor Duncan McGregor – Council Deputy Leader and Corporate Governance
    • Councillor Steve Fritchley – Town Centre Renewal, Media and Marketing
    • Councillor Brian Watson – Finance and Resources and Sustainable Energy
    • Councillor Hilary Gilmour – Housing and Community Safety
    • Councillor Brian Murray-Carr – Street Scene
    • Councillor John Ritchie – Property and Commercial Services
    • Councillor Mary Dooley – Partnerships and Transformation

    The Leader, Councillor Ann Syrett said, “The Cabinet has done a great job over the past year in directing the authority and also investing in the District.

    “We need to continue to invest for the future, attracting businesses and providing efficient services for our residents. One of the priorities this year is to improve our publicity to attract more tourists into the area; we will also continue to work to protect our environment and move towards being a low carbon authority.

    “If we are to succeed then we need to make bold decisions – which as a group we have never been afraid to do. It won’t be easy as we have still got to make savings, but I feel we have the right blend of knowledge, skill and experience in our Cabinet to achieve our aims.”

    The remaining 29 councillors will serve on the Scrutiny Committees and act as a 'watchdog' with powers to call in and challenge Cabinet decisions and service plans and have a major responsibility to hold Cabinet to account for its actions.

    Polish Heritage Day Success Open or Close

    A Polish Heritage Day which took place at Shirebrook Village Hall on Bank Holiday Sunday has been hailed a success.

    The aim of the event was to increase the understanding of the rich, diverse community which Shirebrook is known for.

    The event, which was funded by a partnership project, entitled ‘Building Resilience’, saw a heavy footfall throughout the day, with the Village Hall and carpark heaving with the local community who came out with their friends and families to enjoy the variety of stalls, traditional polish folk crafts, exhibitions, a live polish rock band “Sors” and even a free BBQ, which on one of the hottest days of the year was more than welcomed by the visitors.

    The Building Resilience project is being managed by Shirebrook Forward NG20 which was formed by Bolsover Partnership and is a multi-agency group whose aim is to focus on working positively with the local community to bring about benefits and improvements.

    We received £1.26 million government investment in Shirebrook last year which formed part of the allocation to Local Authorities from the Controlling Migration Fund (CMF).

    The event was supported by the Consulate General of the Republic of Poland in Manchester and the Polish Community Association in Shirebrook who worked in partnership with Shirebrook Forward NG20 and were heavily involved in the organisation of the successful event.

    New Local Plan published Open or Close

    We have today published our new Local Plan in advance of submitting it to the Secretary of State.

    Work started on the Local Plan in October 2014 and there have been three periods of public consultation about what it should contain and how it should plan for development across Bolsover District through to 2033. In addition to this feedback, we have surveyed and investigated, in detail, key issues affecting the District and have developed the substantial evidence base necessary to prepare a sound Local Plan that meets national planning policy requirements.

    Councillors at the Planning Committee (18 April 2018) unanimously agreed the Publication Local Plan for Bolsover District and that following the required six-week consultation period, the Local Plan and any representations received will be submitted to the Secretary of State for formal examination.

    Council Leader, Councillor Ann Syrett said, ““We have valued our community’s involvement in each step of our Plan’s creation. Local people have had an opportunity to help shape the future of the communities in which they live and work. However, their views and ideas have also had to be considered against government guidance and a wide ranging evidence base informing us of what could be achieved.

    “We feel Bolsover District is a special place. It has significant environmental, historic and cultural assets. It has an important strategic location with excellent transport links, and a range of employment sites which have seen significant growth in recent years.”

    We have also worked with adjoining authorities, other advisory bodies and the Planning Inspectorate to ensure that the Plan is based on sound evidence.

    Planning Committee Chairman, Councillor Duncan McGregor said, “The Plan sets out a vision for Bolsover, as a growing district undergoing an economic and visual transformation by the end of the Plan period in 2033, encompassing economic, environmental and social improvements. Overall, the Plan will provide for the development and growth needed to ensure that the District progresses in a positive and successful manner.

    “Our Plan is underpinned by seeking to achieve sustainable development, which retains the District’s distinctive identity whilst providing the growth that is needed for the District to prosper and flourish. This means that the right amount and type of homes are needed in the right places; with the right infrastructure in place to support all residents. We believe that this Plan is the most appropriate strategy for the future development of the District.”

    We have written to all those individuals and organisations who have previously expressed an interest in the Plan to notify them that they have completed the preparation of the Local Plan and to alert them to this formal period of consultation prior to submission of the Local Plan to the Secretary of State.

    During the six-week period for comments, a series of staffed drop-in exhibition sessions will be held, so that local people have an opportunity to come along and explore the proposals in the Local Plan.

    There will be evening events in the District’s nine largest settlements on the following dates, all taking place between 4pm and 7pm:

    • Friday 11th May – Clowne: The Arc, High Street
    • Tuesday 15th May – Whitwell: Community Centre, Portland Street
    • Thursday 17th May – Shirebrook: Leisure Centre, Park Road
    • Tuesday 22nd May – Creswell: Social Centre, Elmton Road
    • Thursday 24th May – Pinxton: Village Hall, Kirkstead Road
    • Tuesday 29th May – Barlborough: Village Hall, High Street
    • Friday 1st June – Tibshelf: Village Hall, High Street
    • Monday 4th June – Bolsover: Assembly Rooms, Hill Top
    • Wednesday 6th June – South Normanton: The Post Mill Centre, Market Street

    There will also be a district wide event for those who are unable to attend their closest evening events:

    • Saturday 19th May – District Wide Event: The Arc, High Street, Clowne 10am-2pm

    However, people must specifically state why the Local Plan does not meet the national soundness tests or why it has not been prepared in the correct legal manner. Comments should be returned to the Council by 5pm on Friday 15 June 2018 to be duly made.

    Following this stage, we plan to submit the Local Plan for Bolsover District, together with the representations received, to the Secretary of State in July 2018. The examination by an Independent Inspector is expected to take place in November 2018 with Adoption of the Local Plan expected during 2019.

    Copies of the Publication Local Plan for Bolsover District, together with representation forms are now available at our four Contact Centres and seven libraries.

    National Finals beckon for Bolsover U11 Girls! Open or Close

     

    A representative team of girls from Bolsover District emerged victorious in an ESFA Regional tournament on Saturday last, at St Graves Park, Sheffield.

    The Under 11 girls, spearheaded by Captain Jess Rich, played two rounds of matches against Chesterfield, Gainsborough and District, and South Derbyshire. Without their usual goalkeeper, the girls managed to draw level at the top of the table with South Derbyshire, and did not concede any goals! A penalty shoot-out saw Bolsover win 2-1, and sparked off memorable celebrations. Ull girls football team celebrating their win

    Their victory has qualified them to go forward to the Premier League’s U11 National Finals on Saturday 9th June at Liverpool FC’s training academy.

    Team Manager Clare Hayes, who is the School Games Organiser for the Bolsover District School Sport Partnership, commented, ‘I am so proud of the girls. Their attitude to training left me feeling confident before the tournament but they really surpassed themselves and can look forward to a great day out in Liverpool in a few weeks time. I would like to thank Shane Turner for supporting me in getting the girls this far.’

    Bolsover District School Sport Partnership have received funding in the form of a bursary from the English Schools’ FA for the third consecutive season from the English Schools’ FA to run representative teams in both U11 girls and boys.

    The School Sport Partnership have received a bursary to support them with transport to Liverpool, and will be hiring a bus for all the players and supporters.

    Petcheck on tour Open or Close

    Dog owners across Bolsover District and North East Derbyshire District are being given the chance to get their dog microchipped and receive pet health advice for free as a mobile pet checking unit is touring the area in April.

    The two councils have joined forces with the PDSA Petcheck Roadshow again to offer dog wellbeing check-ups, nail clipping and ear cleaning and advice – all free of charge and undertaken by an experienced veterinary nurse.

    In addition to the veterinary nurse, the Councils Dog Warden will also be on hand to provide free microchipping to dogs - something which has been compulsory for all dogs since 2016.

    Our Dog Warden will also be offering responsible dog ownership advice, canine behavioural advice and giving out free poop scoop bags at each of the roadshows.

    The Roadshows will take place at:

    • The Hub, Shiners Way, South Normanton DE55 2AA on 24 April 2018 - 9am to 4pm
    • Kenning Park, Holmgate Road, Clay Cross S45 9PH on 25 April 2018 - 9am to 4pm

    We have been running the roadshows for a number of years now and an average of 200 dogs receive free microchips and 120 receive free pet health checks during the course of the four days.

    The Petcheck roadshow would also over to see any puppies for their first wellbeing check, but if they are younger than eight-weeks old, leave them at home with their mum and pop along for advice.

    Council is meeting housing challenge head on Open or Close

     

    With the Government’s ambition to see a new generation of council housing built, we are ahead of the game and tackling this issue head on by investing millions of pounds into building new properties.

    In excess of £12 million is being spent on two projects aimed at reducing the housing problem and providing good quality, modern council houses and family homes for market sale.

    In 2015, we embarked upon our B@Home project with Robert Woodhead Ltd to build 100 council houses over four-years, a 2% increase on their overall housing stock. The programme has already seen 33 new homes built in Creswell, Shirebrook, Tibshelf and Blackwell with a further 37 under construction in Shirebrook.

    We are well on our way to achieving a target of 100 new homes by March 2019 and are now looking at potential sites to ensure future generations have the ability to live in good quality affordable homes within the District.

    Cabinet Member for Housing Councillor Mary Dooley said, “Instead of sitting back and not dealing with the problem, we did something about it. We have always been bold in putting our money where our mouth is and the delivery of 33 homes already shows that.

    “These homes are not the ‘shoeboxes’ delivered by some housebuilders in recent years. But are large, high quality, family homes which meet the lifetime homes standard meaning they’ll be suitable for all stages of a tenant’s life.”

    These new Council houses are all let on secure tenancies, at an affordable rent and for the first time include one bedroom houses, large four bedroom houses and fully adapted bungalows to directly meet the housing need in the District.

    We also agreed to build a further 28 new homes across eight sites, including for the first time, the delivery of high quality family homes for sale on the open market, through Dragonfly Development Ltd.

    We established Dragonfly Development Ltd in 2017 to enable it to become more financially self-sufficient by developing commercial opportunities which make it less reliant on government funding.

    The company’s first developments have received planning permission and use council land at South Normanton and Pinxton, with work due to start soon. The developments will see 10 properties at Meadow Lane, South Normanton and 10 properties at Park Lane, Pinxton which will be available to buy towards the end of 2018.

    Cabinet Member for Social Enterprise, Councillor John Ritchie said, “Council funding is drying up and the private sector are not delivering at present. They buy up areas and land bank it for the future, but this does not help our local communities. So, we have to think outside the box, be imaginative and more business-minded, that’s why we have set up this company.

    “Not only are we building good quality homes that we can then sell on the open market, but any profit that is made can then be re-invested to provide more high-quality developments and help secure the Council’s financial future.”

    Our bin crews have been working hard over the past couple of days, despite treacherous weather and road conditions. They have collected as many bins as possible on their scheduled collections, where it has been safe to do so.

    However, for some of the days we had to temporarily suspended our waste collection. This is not a decision that was made lightly but the working conditions deteriatored and the safety of the public and our workforce was our priority.

    We understand that many of the main roads are clear but the majority of our work takes place on side streets which are unsafe for us to drive upon. Our collection vehicles weigh up to 32 tonnes and if this vehicle starts to skid on a crowded residential street lives would, undoubtedly, be put at risk.

    Missed bins

    If the forecast is correct and the thaw comes this weekend any missed black bins from 28 February – 2 March that have not already been collected by the end of today, then we would advise you to please leave it in an accessible place at the edge of your property from 6am on Monday (5 March) and we will collect it as soon as the road and weather conditions improve. All scheduled collections for w/c 5 March will take place as normal.

    For any missed burgundy bins from 28 February – 2 March that have not already been collected by the end of today, please leave your bin in a safe position at the edge of your property and this will be collected as soon as possible.

    Green bin collections are due to start again w/c 5 March 2018. To help us catch up with missed black bin collections we are diverting some of our crews from green bin collections. Figures from previous years have indicated that collection rates are low so if your green bin is not collected on your scheduled date please take this back to your property and present it on your next scheduled collection date, as our priority is to collect missed black bins.

    All the above is of course weather dependent and we hope you appreciate and understand why some collections have been missed and we are working hard to collect any missed bins as soon as possible.

    We have had over 200+ call outs regarding heating systems not working with the majority due to freezing condensates. 

    The majority of combination boilers are fitted with a buoy system which allows residents to bypass the frozen condensate until it unfreezes. However in most cases residents seem to have forgotten they have them or how to operate them.

    If you contacts us regarding their heating/hot water not working please refer to your Repairs Handbook (that all tenants should have) as there is a script within the keyfax repairs diagnostic system that explains this in more detail.

    Taxi driver training to protect vulnerable passengers Open or Close

    Passengers using taxi’s licensed by Bolsover and North East Derbyshire District Councils can be safe in the knowledge that all their drivers must now undertake mandatory safeguarding training.

    The training is to improve public safety and identify potential risks to vulnerable adults and children. The training covers the following key areas: 

    • Understanding the need to protect vulnerable adults, young people and children
    • Identifying possible victims of abuse and exploitation by understanding indicators of risk
    • Identifying sources of advice and how to report concerns
    • Understanding responsibilities in relation to personal safety and security

    Cabinet Member for Community Safety and Street services, Councillor Brian-Murray-Carr said, “Drivers need to command the highest level of confidence before they transport passengers – especially those who may be vulnerable. It is essential that we take seriously our responsibility to determine whether someone is a ‘fit and proper’ person to hold a licence.” 

    In addition, Councillor Michael Gordon, Cabinet Member with responsibility for Licensing at North East Derbyshire District Council said, “Everyone is becoming aware of the well-publicised issues relating to Child Sexual Exploitation. These are awful crimes, and we have a duty to assist the Taxi and Private Hire Trade and the public in tackling this issue and to protect those who are vulnerable. We need the help of taxi and private hire drivers and operators to identify those who commit these crimes and to identify vulnerable people who are at risk.”

    The decision to introduce the training was made following the publication of the Jay report into child sexual exploitation in Rotherham and the subsequent Casey report into Rotherham Council’s exercise of its functions on governance, children and young people, and taxi and private hire licensing. 

    Both reports indicated that licensed vehicles played a prominent role in the issues in Rotherham. As a key element of the local transport system, taxi and private hire drivers are well placed to identify vulnerable people who may need support.

    The feedback received from the taxi trade so far has been overwhelmingly positive.

    A taxi driver attending one of the sessions, said, “I welcome this training which will help me to identify signs that someone may be vulnerable and in need of help.”

    Council Tax increase agreed Open or Close

     

    We have increased our share of council tax by 2.99% for 2018-2019.

    Councillors met on Wednesday 21 February 2018 and agreed the rise, which works out as a £4.97 increase for Band D households, equating to 9.5 pence per week.

    With a budget requirement of £12.285m for next year, the extra £106,710 raised from this increase will help us continue to deliver good quality and efficient services such as leisure, waste and recycling and business growth and develop our partnership working to get best value from our services.

    We have managed reductions in government grants since 2010 and need to find a funding shortfall of £1.183m up until 2022.

    Council Leader, Councillor Ann Syrett said, “The decision has not been taken lightly and we have had some lengthy debates about it. Tough decisions have got to be made, but we have financial plans in place that show we are planning for the future, that we are a responsible Council and that we will continue to do our best to protect jobs and services.

    “Since the austerity measures were introduced, we have taken a pro-active and well-managed approach of investing in our services to maximise income. Our Go! Active leisure facility, B@Home council house building programme and extension to the Tangent Business Hub are just three prime examples of where we invest in schemes so we can reap the long-term benefits.”

    We are the billing authority, but only receive around 10pence of every pound of Council Tax collected, with the remaining 90pence going to the County Council, the Police and Fire authorities, Town and Parish Councils.

    Green bin collections set to resume Open or Close

     

    Households across the District are being reminded that their green bin collections are due to start again in early March 2018.

    The green bin collections were suspended over the winter months as people are less active in the garden and there is little green waste being produced.

    However, with spring on the horizon and people wanting to get back into their gardens the collections will start again.

    Residents can place items such as leaves, hedge and plant clippings, twigs, branches and prunings, grass mowings, weeds and cut flowers. They can also place cooked and raw food waste (peeling, bones, fish, bread, pasta, fruit, vegetables, etc) into their green bins as part of our efforts to improve recycling and composting across the area.

    Residents are also asked not to put any black or burgundy bin type wastes in their green bin to help avoid contamination.

    The green waste is taken to a composting facility where it is then turned into valuable resource instead of sending it to landfill. Materials can be used for recycling or composting, with the rest of the waste being used to generate heat and power instead of it just going into the ground.

    Depending upon which week your bin is collected they will start again on either 6 or 13 March 2018.

    Residents should check the waste and recycling calendars that where distributed before Christmas for their exact start dates.

    Sports Awards nominations open Open or Close

    We are on the lookout for the stars and unsung heroes of the sporting world from the past year.

    Nominations for our 2018 ‘Bolsover District Sports Awards’ are now open where the aim is to recognise and reward the top local sportsmen, women, volunteers and clubs from across Bolsover District.

    Once again we have teamed up with the Bolsover District School Sport Partnership to include more emphasis on schools and young people. The categories are split into two sections – Community and Schools – and with 33 awards such as Sportsperson of the Year, School Sport Organising Crew, Young Sports Leader and Lifetime Achievement Awards up for grabs, there is sure to be an award for you.

    This could be anyone from a top athlete, coach, club or team, a school volunteer or Sports Leader who deserves to be recognised for their achievements and commitments during the past year (September 2017- up to August 2018).

    Cabinet Member for Leisure, Councillor John Ritchie said, “We have opened the nominations early to give people more time to put forward their choices and tell us why they feel a person or a team deserves to be recognised.

    “These awards are our way of saying ‘well done’ and ‘congratulations’. You don’t have to be a world beater or have won every medal in your sport – as it is also about the enjoyment and contribution people make to sport in general that we want to acknowledge. So, if you know someone who you think deserves to be recognised, then get in touch with us and nominate them for an award.”

    The deadline for nominations is 7 September 2018 and the awards ceremony will take place in October 2018.

    We have launched a new investment website to give companies, businesses and potential investors the information they need at the touch of a button.

    The Invest Bolsover website is simple and easy to navigate with just four main headings – Bolsover District; Funding; Investment Opportunities; and Contacts.

    The site includes an interactive mapping tool so potential investors or businesses can look at what sites are available for development, their suitable uses and latest planning information, with links of who to contact for more information.

    Holocaust memorial day 27 January Open or Close

    Holocaust Memorial Day is a national day of commemoration to remember those who suffered during The Holocaust.

    The day has evolved to remember other genocides including, Rwanda, Bosnia and Darfur.

    Each year Holocaust Memorial Day is observed on the 27 January. The date marks the liberation of the largest Nazi concentration camp Auschwitz.

    Every year a different theme is chosen. This year’s theme is “Words can make a difference – both for good and evil”. The theme explores how language has been used in the past, and how it is used in the present day. The impact of words during the Holocaust and subsequent genocides, through propaganda used to incite, through slogans written in resistance, and through memoirs written to record and respond to what was going on.

    Kick-start your career with a traineeship Open or Close

    Young people aged 16 to 24 year-old across Bolsover District are being given the chance to gain work experience and training to help them get a job.

    The initiative is part of our successful Trainee/Apprenticeship which offers help in writing a CV, interview practice, work placements and achieving qualifications in functional skills, Maths and English.

    Council Leader Councillor Ann Syrett said, “It’s not easy for young people to get onto the work ladder so we want to help kick-start young people’s careers by offering them an insight into a variety of industries.

    “There is no doubting that the range of skills you can acquire as a trainee - from hands-on work experience to skills essential in any job - will stand you in good stead for the future.”

    The five-month unpaid traineeship programme, supported by Babington Business College, helps young people to become accustomed to life in the workplace that could lead to an apprenticeship with us.

    To be eligible for the programme, young people must live in Bolsover District, have an interest in working across a variety of roles within the public sector and currently not in education, employment or training. Financial support to assist young people with their expenses may be available.

    Rhianne Knightley, who has worked her way through the programme and is currently a Business Admin Apprentice at the Council said, “Being an Apprentice has allowed me to learn new skills and earn money at the same time! Completing my NVQ has also been made easier as I have physically done the tasks that I have to write and talk about.

    “So far I have achieved a Level 2 in Business Administration and have just started my Level 3. As well as achieving my qualifications I feel that I have also acquired a lot of experience that will help me to keep moving forward.”

    Once completed, the programme allows students to apply for an apprenticeship position at either Bolsover District Council or North East Derbyshire District Council.

    Experience can then be gained in a variety of different roles including grounds maintenance, customer service, business administration and leisure.

    Grow your business with council fund Open or Close

    Businesses across Bolsover District can now tap into a fund to help them grow and create jobs.

    The Business Growth Fund (BGF), which we have made available will provide grants between £1,000 and £10,000 towards project costs.

    The BGF can provide grants, of up to 90% of eligible costs based upon the businesses ability to achieve economic growth and/or jobs growth within the District.

    Council Leader, Councillor Ann Syrett said, “We need to do all we can to support businesses and encourage job creation, so this fund is the latest in a long line of initiatives we are running to help local businesses succeed”.

    “Local independent businesses contribute greatly to our economy and their viability is of high importance. That’s why we have committed to supporting them and I would encourage businesses who can demonstrate growth potential to contact us to see if they are eligible”.

    The funding can be used for a variety of projects, which need to be completed by December 2018, including:

    • Extending and improving premises;
    • Apprentice costs directly related to business development/diversification;
    • Marketing and website development to boost trade;
    • Business growth expenditure (equipment, machinery);
    • Business start-up costs.

    John McMahon, Director of John McMahon School of Woodworking said, “The business advice and financial help we received from Bolsover District Council helped us grow to around 80 students on our books; nearly everyone who attends the beginner course gets addicted and keeps coming back.”

    New empty properties matching service launched Open or Close

    A new service to help bring empty properties back into use has been launched in Bolsover District and North East Derbyshire District.

    Both Councils have joined forces to launch the service with the aim of reducing the number of empty properties across the area, bringing them back into use for the benefit of families and individuals.

    The new system can be used for either landlords wishing to rent or sell their property and is completely free of charge.

    Bolsover District Council Cabinet Member for Social Enterprise, Councillor John Ritchie said, “Demand for housing is increasing, so we want to do all we can to bring back into use any empty properties across the area. The longer a home is left empty the more likely it is to attract anti-social behaviour, to fall into disrepair and to become a source of anxiety to nearby residents. That’s why we are doing all we can to assist owners and landlords with returning their properties to use.”

    All you need to do is register your empty property with the relevant council and they will advertise your property on their website for free. They will also put you in contact with people who may be interested in purchasing or renting it.

    The property must be registered as being empty for more than six months and proof of ownership must be provided. If you are a landlord then proof that you are an accredited landlord must also be provided.

    North East Derbyshire District Council Cabinet Member for Housing, Councillor Bette Hill said, “We know how hard it is for people to get a mortgage or find a home that meets your needs. That’s why we are introducing this new service which will not only bring back into use an empty property, but also help people find a suitable home. It’s a win-win as far as we are concerned.”

    From 17 January 2018, the Government are introducing an increase of 20% on planning fees.

    Regulations to introduce the 20% fee increase were made on 20 December 2017. Our planning fees will therefore increase from 17 January 2018. The new legislation is part of The Town and Country Planning (Fees for Applications, Deemed Applications, Requests and Site Visits) (England) (Amendment) Regulations 2017.

    Minister for Faith launches £1.26M project in Shirebrook Open or Close

     

    Minister for Faith Lord Bourne launched a £1.26 million government investment in Shirebrook on Thursday 14 December 2017.

    Bolsover received the grant from an initial £15 million allocation to Local Authorities from the Controlling Migration Fund (CMF) in July. A further £18 million was awarded to other successful Local Authorities in November, making a total of £33 million awarded so far.

    The cash is being ploughed into Shirebrook, which over the last decade has seen an increase in the number of migrants settling to live and work in the NG20 area.

    The two year investment will help improve access to public services, stage community events, improve the market square and ease the pressures on local services such as housing, schooling and health services resulting from recent migration.

    The project, entitled ‘Building Resilience’ is being managed by Shirebrook Forward NG20 which was formed by Bolsover Partnership and is a multi agency group whose aim is to focus on working positively with the local community to bring about benefits and improvements.

    The project has seven strands across which the funds have been allocated:

    • Community resilience
    • Market Square Enlivenment
    • Migrant community access
    • Improve access and quality of private sector housing
    • Social Norms and UK Laws
    • Additional GP resources
    • Healthy Workforce Programme 

     

    The dedicated ‘Building Resilience’ team is now in place to oversee delivery of the project and they are based within the District Council offices at Clowne. 

    Lord Bourne said “Over recent years Shirebrook has seen significant economic growth and is an example of the real benefits migration can bring to Britain. However, we recognise that population change in a short space of time can put pressure on local services. That’s why we are making funding available to support areas like Bolsover who have ambitious plans to ease pressures on services and also build stronger more integrated communities.

    “Government’s £1.3 million extra support for Shirebrook will help them address some of the issues their communities care about most. Whether increasing provision of GP surgeries, tackling rogue landlords who make money form overcrowded properties or providing English classes - these initiatives will improve services for everyone while helping to bring communities together.”

    Cabinet Member for Corporate Services, Councillor Karl Reid added, “We’re delighted to be able to finally get this project off the ground and start putting into place tangible benefits that the local community will be able to see and benefit from.

    “Our work will focus on what residents have told us are important to them, so together with our partners will use the funding to bring the community together in various ways including through events, making the most of our physical assets like the Market Square and tackling rogue landlords and improving access to health services.”

    Mandy Chambers, Independent Chair of Bolsover Partnership added, “We are extremely happy that the Government has recognised the issues that our communities have been facing since 2015.

    “And, it’s down to our excellent partnership working that they encouraged our application to the Controlling Migration Fund, success in securing this additional funding will bring major benefits to Shirebrook and surrounding NG20 areas”.

    Investment Company prosecuted for waste and littering problems at Shirebrook properties Open or Close

     

    Bravia Investments & Management Ltd has been fined for failure to comply with a Community Protection Notice issued earlier this year by the Council.

    The notice was served on Bravia Investments & Management Ltd on 19th April 2017 by the Environmental Health service and the company was given until 2nd May 2017 to clear up the mess at the Former Café Spice premises in Shirebrook.

    There have been ongoing problems within Shirebrook with littering, fly tipping and the condition/upkeep of premises which is having a detrimental impact on the local community.

    So when the owner of the properties, failed to clear all litter and refuse from the area at 56 – 58 Patchwork Row in Shirebrook, we took them to court.

    The defendant company did not attend or contact the court so on the 16th November 2017 after hearing the evidence, the magistrates found the defendant guilty and proceeded to serve the sentence.

    Bravia Investments & Management Ltd was fined £1,000, ordered to pay £700 in costs and £155 compensation (which was to cover the costs incurred for removing the waste).

    Councillor Brian Murray-Carr, portfolio holder for Community Safety and Street Services said, “The Council spends thousands of pounds each year keeping the environment clean and we are using new anti social behaviour powers to ensure landowners take responsibility for their own land”

    New Bolsover New Beginnings - First Phase Complete Open or Close

     Phase one of the New Bolsover Model Village renovation project is now complete.

    Handover took place earlier this November and we now have tenants settled in their newly renovated homes.

    The £10million project being delivered by Woodhead Improve with support from their specialist heritage team Woodhead Heritage began last November. Woodhead Improve is carrying out essential repairs and restoring architectural features including windows and doors at the 194 Grade II listed properties.

    The properties will also see their original features restored such as new cast iron rain water goods and re-pointing of brickwork and chimneys. In addition all 138 Council-owned properties will receive repairs to their roofs and internal thermal insulation.

    New tenants, Miss Gemma Kennedy and Mr Sam Warwick moved from one property on the estate to another one completed in phase one at the end of
    October and are delighted with their new home.

    Miss Kennedy said, “I love the way the house still has its classic look outside but is totally modern on the inside. It will be much easier to decorate now and the new windows are amazing because they are better to clean compared to the old ones which were draughty and let the dirt in!”

    Mr Warwick is really pleased with the insulation in the house and said, “We can’t believe how warm it is. We can have the heating on lower and the house retains the heat much better than our previous home, also you can’t hear any outside noise due to the quality of the insulation.”

    Councillor Ritchie, who has been involved with the New Bolsover New Beginning project from the outset said, “I’m thrilled with the results so far and the completion of phase one is a huge milestone for the project.

    “It’s always a pleasure to meet the tenants who will benefit from these life changing projects and I’m looking forward to seeing the next phases through to the end.”

    Court slams rogue landlord for state of properties Open or Close

    A rogue landlord has been given a fine of £2,500 (allowing for his guilty plea) and issued with a four-year Criminal Behaviour Order following his failure to comply with a Community Protection Notice on a property in North Wingfield.

    Our Environmental Health team received 11 complaints regarding waste accumulating at the front, side and rear of a property in North Wingfield owned by Martin Ambler.

    Despite repeated requests to remove the waste, Ambler of Vincent Lane, Chesterfield failed to comply and was subsequently served with a Community Protection Notice in February 2017 requiring the waste to be cleared within 14 days.

    Although the defendant contacted us and had a skip present at the property, there was still a large amount of waste left, which he failed to clear. We subsequently started court proceedings for failure to comply with the Community Protection Notice.

    Despite the defendant pleading guilty, the Magistrates Court imposed the maximum fine (allowing for his guilty plea) and the Chair of the Bench stated that the ‘appalling nature of the offence justified this unusual step’.

    The problems became so bad at properties owned by Ambler, that a neighbour considered selling their property and was too afraid to let their children play outdoors due to the presence of rats. A tenant of a different property was hospitalised as a result of the condition in which the property was let.

    Both Councils received a large number of complaints about properties owned by Mr Ambler in relation to accumulations and housing conditions. Examples include lack of heating, faulty electrics, damp and mould and blood stained walls.

    In addition to the prosecution, we also applied for a Criminal Behaviour Order which was granted.

    Since 2015, 19 enforcement Notices had been served on Mr Ambler regarding properties and land under his ownership. Despite repeated requests to deal with issues and the use of enforcement Notices, Mr Ambler failed to act and the Chair of the Bench issued the Criminal Behaviour Order, stating that it was ‘both necessary and proportionate to prevent further such consequences’.

    The Order is for four years and he was ordered not to:

    1. Store or dispose of any controlled waste on any land under his control.
    2. Burn any waste or instruct someone else to burn any waste
    3. Rent out any properties containing Category 1 hazards under the housing Act 2004.

    And he was ordered to:

    1. Monitor and maintain all land under his control monthly, so that it is kept free from waste
    2. Monitor and maintain each property under his control annually to check for hazards under the Housing Act 2004. Once indentified to remove or reduce the hazard to an acceptable level as soon as reasonably practicable.
    3. To join and/or remain in an accredited landlord scheme.

    If this Criminal Behaviour Order is breached, then the penalty is a custodial sentence.

    Top sportspeople honoured at awards ceremony Open or Close

    Team BD picked up their honours and medals from Bolsover District Council and the Bolsover District School Sport Partnership after an amazing year of sport across the District.

    The top sportspeople from across Bolsover District gathered at the glitzy Bolsover District Annual Sports Awards ceremony which took place on Friday 6 October 2017 at Sports Direct in Shirebrook.

    The Council and the Bolsover District School Sport Partnership joined forces to celebrate the achievements of top sportspeople, teams, club officials and volunteers from across the District and local schools over the past twelve months.     Amongst the winners was Mark Waller (Sportsman of the Year) from Elmton who is a currently ranked 15th in the world of Para Badminton and he has represented his country at numerous overseas tournaments.

    The Lifetime Achievement Award went to Craig Sadler from Whitwell Cricket Club. Craig has been involved in the club for 45 years undertaking many roles including playing, groundsman, fundraiser and committee member.
    The Amblers Walking Group won the Active4Life Award and help organise regular walks across the District for people to spend time outdoors and engage in physical activity, with most walks attracting in excess of 30 people.

    Council Chairman, Councillor Tom Munro presented the winners with their awards and said, “I am amazed at the sporting talent and dedication we have in our District. We have international stars playing and representing their country to volunteers who literally dedicate their life to a sport and a club – it is very humbling.

    “It was another fantastic night that enabled us to honour the many people and clubs who make such an outstanding contribution to sport. Without them, we would not have the wide range of sporting talent we have across the district today. My congratulations go to not only the winners, but everyone who was nominated and takes part in sport.”

    Edna Stevenson from Palterton Primary School picked up the School Staff Volunteer Award for her dedication in helping and supporting sporting and physical activity spanning 30 years.

    A swimmer from Tibshelf picked up the Primary School Sportswoman of the Year. Molly Etherington who is currently ranked third in Britain in the 800m, is also a county winner in the 800m freestyle in Nottinghamshire, and came 2nd and 4th in the 200m and 400m freestyle at the East Midlands Championships.

    John Barker, Partnership Development Manager for the Bolsover District School Sport Partnership said, “We are very lucky to have so many people who dedicate a lot of time and effort into making sure our children can play and enjoy sport and it is only fitting that we honour them and say thank you.

    “Looking out across the auditorium tonight, it is incredible to see so many young talented athletes and I truly believe that one day we will see one of them representing us at the Olympic Games or going on to be a huge success in their chosen sport. Well done to everyone tonight.”

    Party in the Dark Open or Close

     

    Us Girls Can, a campaign which aims to inspire local women to get active by championing the successes of people just like them, is launching in Whitwell.

    A localised version of the This Girl Can national campaign, led by Sport England, Us Girls Can is supported by Street Games and will focus initially on the village of Whitwell and aims to break down barriers to women getting active.

    To kickstart the campaign local women, 16 years old and over, are invited to a Party in the Dark, where participants will be able to enjoy music, quizzes, mock-tails and pizza as well as having the chance to try activities such as Zumba, Tai Chi, Dance, Meditation, Boxing for Fitness and Yoga all in short manageable 20 minute blocks.

    Joint crackdown on taxis hailed a success Open or Close

     

    A recent crackdown on taxi vehicles at East Midlands Airport found over 85% of vehicles stopped met the required standards.

    The regional enforcement campaign, included officials from Bolsover District Council and North East Derbyshire District Council, the Police and the Driving and Vehicle Standards Agency (DVSA), saw spot checks carried out on over 140 vehicles, with 120 of these passing with flying colours.

    All the vehicles from Bolsover District and North East Derbyshire that were checked were found to be satisfactory. However, 20 taxis from other areas did not reach the required standards.
    Four of them received prohibitions for failing to have tyres that meet safety requirements. Two drivers were reported for not having road tax, and another was given a fixed penalty notice for having a tyre tread below the legal limit. Others were also warned about more minor defects such as broken bulbs.

    Cabinet Member for Licensing Councillor Brian Murray-Carr said, "This initiative highlights that the majority of taxi drivers take care of their vehicles and ensure they meet high standards when it comes to safety. It is very important to us and our partners that we participate in enforcement campaigns to identify those that don’t comply with the law and licensing requirements.

    North East Derbyshire District Council’s member with responsibility for Licensing, Councillor Michael Gordon said, “It’s very reassuring all the vehicles inspected from North East Derbyshire and Bolsover were found to be satisfactory. Public safety is our absolute priority and we hope this operation has helped spread this message among drivers of licensed vehicles. What we need now is for better and more stringent legislation from government to make sure taxis and those driving them are fit and proper for the safety of the public.”

    Inspector Ivan Odell from Leicestershire Police said: "Once again this was a highly successful operation and demonstrates the value of partner agencies working collaboratively and effectively to improve the safety of the travelling public. The vast majority of taxis and licensed vehicles were being operated safely and legally but this operation will be repeated and should serve as warning to those who choose to continue to operate outside the law."

    Bill Harrison, DVSA enforcement delivery manager, said: “DVSA’s first priority is to protect the public from unsafe drivers and vehicles. Our frontline staff worked alongside their police and local authority colleagues, and used their powers to take some of these dangerous vehicles and drivers off of the road. The vast majority of taxis checked were safe, with properly licensed drivers, which was pleasing to see."

    During the initiative, a vehicle which was not a taxi was also flagged up on Automatic Number Plate Recognition technology and found to have no road tax, no insurance, no MOT, and defects including illegal tyre tread. The driver also did not have a DVLA licence. The car was seized and the driver was reported.

    Rural businesses funding boost Open or Close

    Rural businesses are being encouraged to apply for funding to help them expand and diversify.

    LEADER funding is available for businesses based in rural communities throughout Bolsover District and North East Derbyshire District Council areas. Grants of up to €200,000 are available for a maximum of 40% of the total project costs, with the minimum grant being £3,500.

    The funding is currently available until March 2019 and to help businesses find out more the BNED LEADER Approach in conjunction with D2N2, are holding two events to provide businesses with advice and information on the funding and support available. Refreshments will also be provided.

    The events will be held as follows:

    • Tuesday 27 September 2017 from 5-7pm at Doe Lea Centre, Mansfield Road, Doe Lea, Chesterfield, S44 5PD, and

    Bolsover Model Village Heritage Open Day Success! Open or Close

     New Bolsover Model Village engaged with the public in a successful Heritage Open Day on Sunday 10th September.

    The Model Village opened its’ doors to the public to showcase the progress so far on the £10million Heritage Lottery Funded restoration and repair project taking place at the 194 Grade II listed properties.

    The event saw hard hat tours run by main contractors Robert Woodhead Ltd, a heritage treasure trail around the village, a preview of a film documentary, ‘New Bolsover – the story so far’ and work created by local children from New Bolsover Primary School.

    There were displays from Bolsover Civic Society, Junction Arts and Bolsover Camera Club which engaged visitors of all ages throughout the day.

    Also available, was a tour of The Pumpkin Patch, a community project based on the allotments adjacent to the New Bolsover Model Village, set up by Community Voluntary Partners.

    One of the many highlights on the day was the parade of a banner created by locals under the watchful eye of digital textile artist, Karina Thompson who has been delivering the Banner & Banter project with the community and commissioned by Junction Arts.

    The banner had been blessed a few days before the Open Day at a ceremony which took place at Bolsover Parish Church. Reverend Rachel Gouldthorpe blessed the banner after it was unveiled to locals, artists and restoration project partners who had been involved in its creation.

    Artist, Emma Reynard, also commissioned by Junction Arts, showcased her large scale public realm artworks, as part of the Art on The Model project which was co-created with the input of residents from the local area. The artwork is displayed on the construction hoarding and metal window shutters to improve the outlook for residents, as well as share the unique heritage of The Model with interested visitors to the area.

    Cora Glasser from Junction Arts says, ‘The event provided a great platform with which to showcase the amazing site-specific work made by local residents and pupils with our commissioned artists. The final artworks are testament to the wonderful volunteers involved and the community in which they serve.’

    The event was supported by volunteers and Friends of New Bolsover who provided refreshments and a very warm welcome to all visitors and contributors.

    5 year housing land supply Open or Close

    For the second year running, we have a five year supply of deliverable housing land as required by the Government..

    Our planning committee approved the latest assessment at its recent meeting. This assessment identifies that just over 2,100 houses will be built in Bolsover District between 1st April 2017 and 31st March 2022, a total that is greater than the amount required to be built during that period so proving we have a five year supply. Indeed, based on the assessment the total works out at just over eight years worth of supply.

    As part of the Government’s National Planning Policy Framework, all planning authorities are required to identify sufficient deliverable sites to deliver the next five years of housing provision. Without this in place, our local plan policies can be treated as out-of-date and give developers a loophole for submitting applications for large scale developments outside settlement boundaries and where local communities may not want development to take place.

    Planning Committee Chairman, Councillor Duncan McGregor said, “This latest five year supply assessment is important news for us and growth in Bolsover District. The Council has taken the necessary decisions to approve and stimulate growth in the right locations to ensure that we both meet the Government’s requirements but more importantly ensure our local communities feel in control of how their town or village grows.”

    The five year housing supply assessment takes into account all housing sites that have gained planning permission along with those identified within the Consultation Draft Local Plan for Bolsover District.

    New homes signal growth for Bolsover Open or Close

    Up to 212 new homes are set to be built on land off Mooracre Lane in Bolsover after the Council approved planning permission.

    The proposal is for a mix of detached, semi-detached and terraced 2, 3 and 4 bed properties with associated garaging, parking and infrastructure. The layout of the development will also seek to retain a large central green area and other open spaces to ensure it is in keeping with the local countryside.

    To help reduce the impact on the existing junctions a central through road from Mooracre Lane to Rotherham Road will be constructed and funding for other off site road improvements agreed.

    Approximately 10 hectares, the site is mostly agricultural use surrounded by hedgerows and is subject to a former outline planning permission for housing and industrial use.

    The site has been allocated for residential development in the Council’s Consltation Draft Local Plan as it is deemed to be a sustainable site that could attract further growth in the area.

    Council also heard that the developers had agreed to a S106 agreement that would see:

    • 19 affordable houses being developed,
    • £53k contribution towards a play area,
    • a contribution of £513k towards the provision of edcuation places,
    • a £37k contribution to bus services, and
    • £93k contribution towards road network provision.


    Applicants Keepmoat Homes must start the work within three-years and no developmnt can take place until the pre-commencement elements such as archaeological fieldwork have been completed on site.

    Local electoral arrangements finalised for Bolsover District Council Open or Close

    The independent Local Government Boundary Commission for England has published its final recommendations for new electoral arrangements for Bolsover District Council.

    Today’s publication follows public consultation on its draft proposals earlier this year and draws new boundaries for each council ward across Bolsover.

    The Commission’s final recommendations propose that Bolsover should be represented by 37 district councillors in the future: the same as the current arrangement. The recommendations also propose that those councillors should represent four three-councillor wards, twelve two-councillor wards and one one-councillor ward across the district.

    Professor Colin Mellors, Chair of the Commission, said, “We are extremely grateful to people across Bolsover who took part in the review. The Commission has looked at all the evidence that was put forward during the consultation.

    “We believe these recommendations deliver electoral fairness for voters as well as reflecting community ties throughout Bolsover.”

    The proposed new arrangements must now be implemented by Parliament. A draft Order – the legal document which brings into force the recommendations – will be laid in Parliament in the coming months. The draft Order provides for the new electoral arrangements to come into force at the council elections in 2019.

    New Bolsover Model Village Heritage Open Day Open or Close

     New Bolsover Model Village will be taking part in Heritage Open Days festival of history and culture this September.

    Heritage Open Days events take place every year and reflect the rich and diverse cultural heritage of England and its communities.

    This year the Model Village will be offering a wide range of activities, demonstrations and tours around the village which is currently receiving a £10million restoration and repair of architectural features at the 194 Grade II listed properties.

    One of the highlights on the day will be the presentation of a banner created by locals under the watchful eye of digital textile artist, Karina Thompson who has been delivering a Banner & Banter project.

    The artist, employed by Junctions Arts and funded by the contractor Woodhead Ltd and the Heritage Lottery Fund, has engaged with the local community using the heritage of the Trade Union banners to strengthen the identity of the Model.

    LGBT Consultation Open or Close

    The Government want to know more about the experiences that lesbian, gay, bisexual and transgender (LGBT) people have living in the UK.

    They have produced a survey that asks about:

    • your experiences of accessing and using public services in the UK
    • any experiences of discrimination you may have faced throughout your life

    You will be asked about your experiences at work, in education, in healthcare, and about your personal safety. We want to collect as much information as possible, but you don’t have to answer every question if you don’t want to. The survey is anonymous: no one will be able to tell who you are at any point.

    Partnership drive pays off Open or Close

    Our partnership working has paid off as Shirebrook is to receive a £1.26million investment from central government.

    This government funding is the result of the ‘NG20 multi-agency’ team’s efforts to resolve the impact of a growing population.

    Councillor Ann Syrett, Council Leader and instrumental in forming the group, said, “Shirebrook has borne the brunt of this population explosion and I’m pleased that the hard work of the NG20 team over the past couple of years has eased the pressure. This cash injection is the government’s recognition of that hard work and will go some way in enabling us to deal with some of the town’s infrastructure challenges”.

    The cash comes from the Department for Communities and Local Government’s Controlling Migration Fund and will be used on specific projects, mainly:

    • Supporting a wide range of events in the local community.
    • Providing additional resources at Shirebrook Academy and Shires Health Care.
    • Supporting a healthy workforce program where blood pressure, health advice and much more will be on offer within the workplace.
    • Working with the Town Council to improve the Market Square and community areas, and
    • Supporting the improvement of standards in private rented housing and to tackle rogue landlords.

    Councillor Syrett added, “I see the key areas being our schools and health services. They are especially feeling the strain of the increase in population; so we will be focusing on providing additional resources so they can deal with the extra patients and provide additional activities both within and after school.”

    £120k investment in empty properties Open or Close

     

    Three empty houses in Carr Vale have been bought back into use thanks to a £120,000 investment.

    The properties, located on Main Street in the village, had been empty for over a year, but thanks to a partnership between the landlord, the Council and Action Housing, they were passed to Action Housing on a 14 year lease and have now been transformed into 6 one-bedroom flats.

    Cabinet Member for Social Enterprise, Councillor John Ritchie said, “When we first came to look at the houses six-months ago they were in dire need of repair and some TLC. And now we look at them today and they are fully refurbished and ready to move in to. This has to be good news for local people and the housing market.

    “We don’t want to see boarded up houses or properties left empty for months or even years. So we are determined to work with landlords to make sure we have a good supply of properties available to rent for local people.”

    The flats will now become available for the local housing market, which will meet a growing demand for this type of property in the village.

    David Palmer, Action’s Head of Housing and Asset Development said, “Action Housing was really excited to work with Bolsover District Council to bring these empty properties back into use as much needed affordable housing.

    “We are committed to working with our local authority partners to increase the supply of good quality affordable housing to help meet local housing needs, and we are looking forward to working with Bolsover Council on similar projects in the future.”

    Bigger helpings at Bolsover Food and Drink Festival Open or Close

    Food lovers are in for a treat on Saturday 22 and Sunday 23 July as Bolsover Food and Drink Festival returns for a fourth year.

    The popular event, which attracted over 6,000 visitors last year will once again fill the streets with culinary delights together with live music and street entertainment.

    Bookings have been coming in since January with a wide variety of traders serving up all kinds of sweet and savoury morsels to enjoy at the event from our street food vendors or take home produce from specialist artisan producers together with a great selection of tasty tipples including several local real ales.

    Award winning writer, cook book author and chef presenter, Richard Fox will be coming to Bolsover providing some tasty recipe ideas in our demonstration kitchen with opportunities to sample his creations. We also have a guest appearance from Chesterfield amateur cooks, Andy Reeves and Raechel Parker who were regional winners Channel 4’s My Kitchen Rules

    There will be street performers, who have performed at events across the United Kingdom, most recently returning from Glastonbury providing their unique entertainment at the event together with live music over the two days.

    HLF chief visits £10million project Open or Close

    The Chief Executive of the Heritage Lottery Fund (HLF) Ros Kerslake, has been visiting Bolsover District Council’s £10m New Bolsover, New Beginnings project to see how it is progressing.

    Ros and her colleagues enjoyed a brief presentation which outlined the history of the project and highlighted the achievements so far. She then went on a tour of the Model Village which included a visit to one of the community engagement projects called the Pumpkin Patch and a peek inside properties currently under refurbishment.

    The Model Village is seeing major investment in the three-year project that is providing essential repairs and original architectural features restored.

    Thanks to the help of the National Lottery players’, we are restoring and upgrading New Bolsover Model Village which was built by the Bolsover Colliery Company in 1891 to accommodate its workforce and is a lasting legacy to the coal mining industry which dominated life in the town from 1891 to 1993.

    The project has also seen an innovative community development programme to encourage local people and participants alike to feel proud of their local area and appreciate its rich history.

    Chief Executive of the HLF, Ros Kerslake OBE said. “I was delighted to get the chance to visit this visionary project, and to see how National Lottery players’ support is helping to preserve and important part of the UK’s coal mining heritage. New Bolsover represents a great example of how to successfully engage the local community in restoration and repair”.

    Approx £10million is being spent on the project which is made up of £8million from Bolsover District Council’s Housing Revenue Account (HRA), £1.9million from Heritage Lottery Fund and £40k from Derbyshire County Council.

    Cabinet Member for Housing, Councillor Mary Dooley said, “It’s great to see the Chief Executive of HLF so interested in our project and we look forward to welcoming her back as the scheme progresses. New Bolsover was a model of how to do things in the 19th century and, thanks to this inspirational project and National Lottery players, it will become a model of how to get the best out of historic properties in the 21st century.”

    Cancer charity benefits from youngsters generosity Open or Close

    The Teenage Cancer Trust is £3,700 better off thanks to the generosity of Bolsover District Youth Councillors.

    Over the last year, Youth Councillors have been busy organising a range of fundraising activities at schools and in the community in support of the charity. This included bag packing at a local food store, raffles and tombolas, choir singing at Dobbie’s Store in Barlborough and guess the name of the teddy.

    The Council’s Deputy Leader, Councillor Mary Dooley who was at the cheque presentation, praised the young people for their kindness and generosity.

    She said, “The Youth Councillors have been very creative in coming up with ways to raise awareness and funds, taking time out of school and sacrificing their lunchtimes to raise money. The amount raised will go directly to Teenage Cancer Trust to help them continue to provide excellent care and support to young people fighting cancer.”

    The Youth Council is made up of pupils from all secondary schools within the District and the Council award them a budget to spend on projects it identifies each year.

    The aims of the Youth Council are to consult with young people to improve service delivery, engage young people in local democratic processes, help schools with the teaching of citizenship and develop a positive image of young people across Bolsover District.

    New campaign aims to show that Pinxton Girls Can Open or Close

    Pinxton Girls Can, a new campaign which is aims to inspire local women to get active by championing the successes of people just like them, is launching in Pinxton.

    A localised version of This Girl Can, the hugely successful national campaign led by Sport England, Pinxton Girls Can will focus on the village of Pinxton and aims to break down barriers to women getting active.

    Dedicated campaign pages have been set up on Facebook and on Instagram at @PinxtonGirlsCan, and organisers are keen to hear from local women who have a story to share, need help to get active, or would be interested in becoming a Pinxton Girls Can ambassador.

    To kickstart the campaign local women are also invited to a Party in the Dark, where participants will be able to enjoy music, quizzes and Bingo, as well as having the chance to try dance-based activities such as Zumba and Latin in Line in short manageable blocks – all whilst helping to raise money for a worthy local cause.

    The Pinxton Girls Can ‘Party in the Dark’ will be held on Wednesday, July 12 at Pinxton Village Hall from 7.30pm to 9.30pm.

    Tickets must be booked in advanced, and can be purchased for a suggested minimum donation of £5 each, with all proceeds going to charity. 

    Andrea Stone, Development Manager at Derbyshire Sport, said: “We want to break down the barriers that women face when they think about being active. We want to show them that women just like them are active, having fun, and making new friends, and that they can do it too.

    “We also want to hear from them – what do they enjoy doing, what keeps them from being active, what are their fears, what would they like to do, and what support do they need.

    “All the activities, personal stories and ambassadors that are shared through Pinxton Girls Can will be specific to the area, making this a very local campaign.”

    The Sheffield City Region Combined Authority has an Audit Committee to promote excellence in governance and financial reporting.

    The Committee currently has a vacancy for one or more Independent Members, and is seeking people with the necessary skills, enthusiasm and commitment to be a member of the Committee and to bring a fresh external perspective to its work.

    The purpose of the Committee is to provide independent assurance of the effectiveness of:

    Fire Safety - Medium and High Rise Blocks Open or Close

    Our first thoughts and deepest sympathies are for all those affected by recent events at the Grenfell Tower Block in West London, and to the members of the emergency services who responded to this tragic incident.  The full details of what happened in London are not yet available and we would not want to speculate on the situation.

    However, understandably there have been concerns about the risk to our own housing stock and to address this we are able to provide the following information.  

    We do not have any medium or high rise blocks of flats. However, as further information about the London fire becomes available, we will review the implications on all our housing stock. 

    We complete regular safety inspections of our sheltered housing schemes, including fire risk assessments which are carried out by a third party professional.    

    Some of the early concerns about Grenfell Tower are based around the type of cladding used.  This is very different from the Rendered External Wall Insulation fitted by us to some properties.  We use different materials and the method of installation is different. 

    In addition to housing stock, we also manage a portfolio of commercial premises, most notably Pleasley Vale Mills and The Tangent. These multi-tenanted properties have robust fire safety procedures in place which in recent years have been reviewed by the Fire Service. Fire Risk assessments are undertaken at relevant intervals by fire safety professionals and supported by frequent Health and Safety inspections and fire drills.

    We will continue to provide information to Government who are collating data from across the country. We will review our practices in light of the event and are working to determine if we need to make any changes.

    Are your sporting achievements recognised? Open or Close

    We’ve had the X-Factor and Britain’s Got Talent, but have you got what it takes to get nominated for the Bolsover District Sports Awards?

    The search is on for the top sporting successes of the last year as the Bolsover Sports Awards aims to recognise and reward the top local sportsmen, women, volunteers, schools and clubs from across Bolsover District.

    And this year, we have teamed up with the Bolsover District School Sport Partnership to include more emphasis on schools and young people. The categories are split into two sections – Community and Schools – and with 29 awards such as Sportsperson of the Year, School Team Achievements, Staff Volunteer and Team of the Year up for grabs, there is sure to be an award for you.

    Nominations can be received from any individual, club or team involved in schools or sports organisations within Bolsover District and the nominee must be involved in a sport recognised by Sport England. Each category has qualifying criteria and must be based upon performances from September 2016 to August 2017.

    Cabinet Member for Leisure, Councillor John Ritchie said, “We’ve refreshed the award categories so we can recognise the important part schools and young people play in sport. You don’t have to be a world beater or have won every medal in your sport – as it is also about the enjoyment and contribution people make to sport in general that we want to recognise and say ‘well done’.

    “So, if you know someone who has overcome the odds to play, dedicated their life to sport or is a member of your club and displayed an outstanding level of personal achievement, then we want to hear from you.”

    The awards ceremony will take place in October and the winners of the Bolsover District Awards will be submitted for the Derbyshire Sports Awards.

    The deadline for nominations is 8 September 2017.
