Langwith, Whaley Thorns, Upper Langwith and Langwith Junction Community Governance Review
The Council on 25 January 2012 agreed to:
- create a new Parish of Langwith with 3 wards electing 4 councillors per ward, and
- change the warding arrangements for Scarcliffe Parish with 2 wards electing 4 councillors per ward.

This is now your opportunity to tell us whether you think these new arrangements should come into effect in 2013 (combined with Derbyshire County Council elections) or at the next scheduled District and Parish elections in 2015. You are also invited to confirm your agreement with the ward boundaries and number of Councillors per ward.
All feedback must be returned by 30th April 2012.

PETITION
We have received a valid Petition requesting us to carry out a review as to whether there should be a separate Parish Council for Langwith, Whaley Thorns, Upper Langwith and Langwith Junction. This is called a Community Governance Review.
We considered the Petition at a meeting of the Council on 20th July 2011. A Working Party has been set up to consider the Petition Request for a separate Parish Council for Langwith, Whaley Thorns, Upper Langwith and Langwith Junction. The
Terms of Reference were also agreed.

Notice will be displayed at our Contact Centres in Bolsover and Shirebrook, Scarcliffe Parish Council and other public venues in the area. The Notices give details of the poropsed Review and invite written submissions from the public to be put before the Working Group.

Changes to Executive Arrangements
Hodthorpe and Belph Community Governance Review
We have received a valid Petition requesting us to carry out a review as to whether there should be a separate Parish Council for Hodthorpe and Belph. This is called a Community Governance Review.
We considered the Petition at a meeting of the Council on the 3rd November 2010. A Working Party of 6 members was set up to consider the Petition request for a separate Parish Council for Hodthorpe and Belph. The Terms of Reference were also agreed.
The Working Party consisted of the following Members:
- Councillor Ray Brooks South Normanton West Ward
- Councillor Mary Dooley Pinxton Ward
- Councillor Ray Heffer Tibshelf Ward
- Councillor Dennis Kelly Pinxton Ward
- Councillor Sue Wallis South Normanton West Ward
- Councillor Deborah Watson Tibshelf Ward
Consultation letters were sent to all residents and businesses within the proposed area, Hodthorpe and Belph Community Association, Whitwell Parish Council, Derbyshire County Council, Hodthorpe Primary School and Notices were displayed at our Contact Centres in Bolsover and Clowne, Hodthorpe Working Men's Club and Whitwell Parish Council.
The Notices gave details of the proposed review and details of a meeting to which the public were invited to give their views to the Working Party.
Details were also included on our website and the Ask Derbyshire website hosted a questionnaire to gauge public support for the proposal. A summary of the submissions can be viewed here.

Representatives of the Hodthorpe and Belph Community Association attended the Public Meeting held on 4th January 2011 and formally presented their evidence in support of a Hodthorpe and Belph Parish Council to the Working Party.
The Working Party agreed to support the request and a report was submitted to Council on 19th January 2011. At the meeting we resolved to constitute a Hodthorpe and Belph Parish Council. The reasons for the decision are as follows:
- To allow local people a say in the way their neighbourhoods are managed - one of the characteristics of a sustainable community is the desire for a community to be well run with effective and inclusive participation, representation and leadership.
- The proposed new parish reflects a distinctive and recognisable community with its own sense of identity.
- Local community of interest and social focus lies within the part of the parish with its own separate identity.
- The proposed new parish will be reflective of the identities and interests of the community in that area and is effective and convenient.
- Establishing the new parish will give the local community the opportunity to influence decisions affecting their lives.
- There are clear boundaries defining the area
- The proposal does not require changes to the District and County boundaries.
