Committees

The majority of policy decisions affecting the Council and our communities are made by councillors at committees and meetings in accordance with our constitution.

We operate a streamlined and effective decision making system –  A Leader with a Cabinet - which operates with an Executive and 3 Scrutiny Committees. You can keep a track of any meeting agenda's and minutes, or those major decisions that may interest you through the forward plan of key decisions. A Leader of the Council is appointed by the ruling group (political party) every year and the Leader then appoints his Cabinet. This Cabinet consists of seven elected members, and these councillors are called Cabinet Members and form the Executive.

These seven councillors are given specific responsibilities such as Customer Services, Community Safety or Regeneration that cut across the wide range of services the we deliver. These councillors make most of the day to day political decisions in accordance with council policies.

The remaining 30 councillors form the 3 Scrutiny Committees:

Each of these Scrutiny Committees has responsibility for matters within 2 of the 6 corporate aims in our Corporate Plan.

These 3 Scrutiny Committees can challenge and question any decisions made by the Executive which are within their remit. They are involved in the policy/plan and strategy formulation process, and make recommendations to the Executive on these.

The 3 Scrutiny Committees also have responsibility for monitoring performance against our Corporate Plan and other performance measures.

We also have a Scrutiny Management Board who develop and approve a work plan and prioritise any service reviews.

Decisions that involve setting the Budget and the Policy framework can only be taken by the Council, which involves all 37 elected councillors, and meets monthly.

These are decisions such as setting the budget, approving major planning and housing plans and regeneration strategies.

There are also other committee’s such as Planning, Licensing, Standards and Equalities to deal with regulatory matters and Standards Committee to deal with the ethical framework and members conduct issues.

We also have a Strategic Alliance Joint Committee which was set up in March 2011 to take forward the Council’s strategic alliance with North East Derbyshire District Council including the development of a strategic transformation programme covering both councils.
